The Paul Hoghaug Scholarship Trust was established by Fred and Vivian Hoghaug in memory of their son, Paul Hoghaug. A committee consisting of a Counselor/Disabilities Coordinator from Lake Region State College, Principal of Devils Lake High School and Senior Pastor of St. Olaf Lutheran Church select the recipients. The trust is administered by the Trust Department at the First United Bank (formerly known as Ramsey National Bank) in Devils Lake, North Dakota.
Three students were awarded scholarships this year in the amount of $1,943.00 each to be used at the college of their choice. Scholarships totaling $164,549.00 have been awarded to 231 deserving students in the Lake Region area since the first scholarship was awarded in 1962.

Caroline Belleque – Devils Lake High School. School Activities & Honors: National Honor Society Treasurer, AP Scholar Award, College Board National Rural and Small-Town Recognition Program Scholar, 2023 United States Presidential Scholars Program candidate, Academic All-State Honorable Mention, Speech, Choir, Jazz Band, Orchestra, Academic Team and Track & Field manager. Interests: Playing in the community orchestra and band. College Plans: Plans to attend University of Nebraska-Lincoln to study Mathematics and Music with plans of becoming an Actuary. PARENTS: Lyle and Danica Belleque.
Hallie Fritel – Devils Lake High School. School Activities & Honors: NDHSAA Distinguished Student Award, Honorable Mention Academic All State, Student of the Year, NDIAAA/NDFUI State Scholarship Award, Health Careers Student of the Year, Mathematics Student of the Year, Cross Country, Basketball, Track, Student Council, Senior Class President, ND-Association of Honors Society, Skills USA, Student Against Destructive Decisions and Prom Committee. Other Interests: She has more than 300 volunteer hours. College Plans: To attend Concordia College in Moorhead, MN to major in Biology (pre-med) and run cross country and track. Madyn Parker – Devils Lake High School. Activities & Honors: National Honor Society, Senior Class Vice President and Student School board representative, Student Council, Art Club and Clay Target League.
Interests: Member of Norsemen Barbell Club and she holds over 5 state records. College Plans: To attend Colorado State University in Fort Collins CO to major in Psychology and minor in Sociology with a focus in Behavioral Analysis. Parents: Nicole Parker and Kim Parker.
