Police Report for April 14 – 28

Ramsey County Sheriff’s Office (RCSO) reports the following:

4/14/26: Kathryn Sears, incarcerated at the Lake Region Correctional Facility (LRCC) in the Lake Region Law Enforcement Center (LRLEC) in Devils Lake, allegedly assaulted a corrections officer. According to the charging document, the suspect allegedly injured the CO’s chin and arm, as well as scratching the CO’s eyeglasses, before another CO provided assistance to contain the suspect. Estimated damage to the eyeglasses is $250. The suspect was charged with simple assault of a peace officer or correctional officer, a class C felony and will appear in court before Judge Lonnie Olson to answer the charge on Monday, May 4.

4/22/26: An arrest warrant was issued for Christina Smith for an alleged assault on a corrections officer that took place a month earlier on March 20 at the Lake Region Correctional Facility (LRCC) in the Lake Region Law Enforcement Center (LRLEC) in Devils Lake. According to the charging document, the suspect was uncooperative, and several COs attempted to put her in a restraint chair; the suspect got one leg free and allegedly kicked one of the COs in his chest and chin; the CO was wearing a protective vest. Smith has been charged with assault on a police officer, a class C felony.

4/24/26: An arrest warrant was issued for Lorraine Zettler for alleged theft of property on April 13. According to the charging document, the suspect allegedly stole someone’s 2000 Shasta M-1907 Ultra Flite travel trailer. The value of the travel trailer is estimated at $2,500. She was charged with theft of property, a class C felony.

4/24/26: DLPD officers were dispatched to Central Middle School (CMS) for a report of an assault including someone being tased. Upon arrival, the officers spoke with four juveniles; one had a visible injury on the left side of his face. All four appeared to have been playing basketball on the outdoor courts of CMS, prior to the assault. One of the juveniles said that two juvenile suspects with dark clothes, one wearing a hoodie and facemask, had been staring at them and taking photos. One of the two suspects punched the victim with the injury on the side of his face several times while the other threatened them with a handheld taser. While speaking with the group, the juveniles pointed out two people walking nearby and believed these might be the suspects involved. Other PD units were alerted; one of the units was able to find one suspect while the other fled. A short time later, the other was located. Both matched the descriptions provided by the group of juveniles. A small handheld taser was found in the possession of one of the suspects, as well as a blue nitrile glove which as believed to have been used to protect the suspect’s hand while using the taser. The other suspect, who admitted to punching the victim, claimed that one of the victims had said something about the suspect’s deceased relatives; while he claimed to have only used his fists in the altercation, a “Smith & Wesson Extreme Ops” knife was found in his possession. When one of the suspects learned that he would be going to detention, he began saying alarming things about assaulting police officers, utilizing the knife and doing something worse to get put into detention. The taser, the knife and a black iPhone in poor condition found on the suspects were seized. Given that the suspect in possession of the knife had made alarming comments, it was determined that the knife would be confiscated and disposed of. It was noted that both suspects are listed as being in a juvenile gang called “OTR,” which stands for “Only the Realz.” Both suspects were referred to Ramsey County Juvenile Court and transported to Grand Forks Detention Center. One was charged with terrorizing, wearing a mask in the commission of a crime, providing false information to law enforcement and simple assault. The other was charged with simple assault and disorderly conduct.
