WILLISTON, N.D. (AP) — Williston's preliminary 2012 budget calls for a 36 percent increase in spending, and nearly two dozen new city employees, including nine additional police officers and dispatchers.

The city is in western North Dakota's booming oil patch. City Auditor John Kautzman tells the Williston Herald that the proposed budget includes $29 million in borrowing for infrastructure projects.

He says the city also needs to find a way to fill an expected shortfall of more than $8 million.

The City Commission is to approve a new budget on Sept. 13.
