Capt. Jon Barnett of the Devils Lake Police Dept. said that negotiations were undertaken with Daniel TwoHearts, wanted for attempted murder after shooting at police during a wild chase that originated in Grand Forks Thursday night, at an apartment in the Lock Block building in downtown Devils Lake late Friday night. A male and female were also inside the apartment with TwoHearts, but Barnett said that they got out unharmed.

The state's attorney for Ramsey County, Kari Agotness, reports that two people who were with Daniel TwoHearts when he shot himself in a downtown Devils Lake apartment after negotiations with law enforcement are not considered hostages.

Capt. Jon Barnett of the Devils Lake Police Dept. said that negotiations were undertaken with TwoHearts while a male and female were also inside an apartment in the Lock Block complex late Friday night.

"We evacuated the building and began negotiations and assembling officers," Barnett said. "We got the female out and the other male, and he (TwoHearts) was isolated."

It was then that TwoHearts reportedly shot himself. He was then airlifted to Grand Forks. His condition has not been released by officials.

The standoff concluded a pursuit and subsequent search for TwoHearts that began about 9:30 p.m. Thursday near Grand Forks, when police attempted to pull over a truck due to its loud exhaust. TwoHearts refused to stop, and after a high-speed chase, Traill County Sheriff's deputies deployed spike strips to end the pursuit.

TwoHearts reportedly exited the disabled vehicle and fired at an officer, who wasn't hit, then fled on foot. Two passengers in the truck were arrested, and meth was found in the vehicle.

Later, a sedan was reported stolen near Hillsboro. An infant was discovered to be in the sedan when it was taken, though it was found unharmed after spike strips disabled the vehicle following another chase, forcing TwoHearts to again flee on foot.

After successfully fleeing a second time, TwoHearts reportedly stole a pickup that was found abandoned at the Walmart parking lot in Devils Lake Friday. Authorities later surrounded the suspect in the apartment where he shot himself Friday night as authorities "were working on the situation," according to Barnett.

The man and woman with TwoHearts at the time were unharmed.

TwoHearts is expected to be charged with attempted murder, among a range of other charges.
