The ND Highway Patrol reports a head-on crash in Ramsey County on Highway 57 near mile marker 12.75; approximately 6 miles south of Devils Lake on July 2, 2023, at approximately 2:21 a.m.
Road Conditions at the time were wet with light rain.
Vehicle No. 1 was a 2017 Toyota Yaris driven by Pi Cu, a 35-year old male from Devils Lake, ND. He received serious injuries and was wearing his seatbelt, airbags also deployed. He is facing charges of DUI.
A passenger in vehicle No. 1, Ceu Bik, is a 33-year-old male, also from Devils Lake, ND. He received suspected minor injuries. He was wearing his seatbelt and airbags were deployed.
Vehicle No. 2 was a 2006 Jeep Liberty, driven by Rhiannon Houle, a, 18-year-old female, also of Devils Lake, ND. She received serious injuries, was not wearing a seatbelt and airbag were deployed. She is facing no charges.
The Toyota, driven by Cu, was northbound on ND Highway 57, approximately 6 miles south of Devils Lake. The Jeep was southbound on ND Highway 57. The Toyota entered the southbound lane of travel and struck the Jeep head on. The Toyota came to rest on the east shoulder. The Jeep came to rest on the west shoulder.
All occupants were transported to CHI St. Alexius in Devils Lake and subsequently transported to Altru Hospital in Grand Forks.
Agencies involved with responding to this accident were the North Dakota Highway Patrol, Ramsey County Sheriff’s Office, Devils Lake City Fire, Devils Lake Rural Fire, and the Lake Region Ambulance Service.

The crash remains under investigation by the North Dakota Highway Patrol.
