Police Report for March 27 – 28

Devils Lake Police Department (DLPD) reports the following:

3/27/26: At about 10:30 p.m., DLPD officers were dispatched to the Minnie H Cleaning Center on 4th Ave. NE responding to a report of a female causing a disturbance. Upon arrival, a highly intoxicated female suspect at the scene was yelling at two occupants in a car in the parking lot. One of the officers escorted the suspect to the back seat of the patrol car. The woman in the car, the reporting party who was with her boyfriend/fiancé in the car, had called 911 after the female suspect began yelling at her while she was washing clothes. The woman didn’t know the suspect or why she was yelling at her. Officers attempted to speak with the 29-year-old suspect, who continued to yell and escalate the situation. She was arrested for disorderly conduct and handcuffed with hands in front. Once they arrived at the Law Enforcement Center, her cuffs had to be removed to unbuckle her seatbelt. She continued to yell, resist, refused any compliance, and began kicking officers several times until she was physically brought to her feet and placed in a restraint chair inside the facility. The suspect was charged with disorderly conduct, a class B misdemeanor, preventing arrest on a felony charge, a class C felony, and assault on a police officer, a class C felony.

3/28/26: At about 9:20 a.m., a DLPD officer was dispatched to an address on Pitcher Park, SE for a male suspect who was breaking items and had assaulted his daughter. It was also reported that the suspect was intoxicated and attempted to hit the reporting party with a car. At 9:22 a.m., it was reported that the suspect left the scene in a gray Toyota Camry. A traffic stop was later initiated at 9:35 a.m. at the corner of Kemp Ave. and 3rd Ave., SE. The suspect exited the vehicle and approached the officer, who reported that the suspect had an odor of an alcoholic beverage as he asked the suspect about what happened. Sobriety testing was performed. The testing indicated impairment, so he was then placed under arrest and transported to the Law Enforcement Center, where further testing indicated his blood alcohol content at 0.08%. The suspect was charged with DUI, a class B misdemeanor.

3/28/26: At about 6:23 p.m., officers from DLPD and Ramsey County Sheriff’s Office were dispatched to Pikes Playground for a report of a silver vehicle with five occupants and one of them brandishing a pistol. Upon arrival, officers made contact with the occupants of the vehicle, including a male suspect, age 18 to 19, in the right rear seat who had the odor of marijuana. Upon opening the door on his side, the suspect handed one of the officers two packages that contained raw marijuana. After a pat down, the officer found a meth pipe in his left pants pocket, which was broken when the suspect initially resisted being handcuffed and there was a struggle. The suspect also had an odor of alcoholic beverages; a preliminary breath test registered his blood alcohol content at 0.204%. He was arrested and charged with possession of drug paraphernalia for meth, a class A misdemeanor, possession of marijuana, an infraction, and consumption of alcohol as a minor, an infraction.
