Devils Lake Police Department (DLPD) and Ramsey County Sheriff’s Department report the following:
3/20/26: At about 11:39 p.m., a Ramsey County Sheriff’s deputy was dispatched to Camp Grafton for an intoxicated male who was threatening to shoot multiple individuals. Once on scene, the deputy saw the male in the driver’s seat of his vehicle. The male refused when asked if he would submit to a field sobriety test, and had red watery eyes, slurred speech and the odor of alcoholic beverages. The individuals who contacted law enforcement, as well as other individuals who witnessed the situation, stated that they were in fear for their lives, as they didn’t know whether the male had a firearm. Upon his arrival at the Lake Region Law Enforcement Center, he refused chemical testing to determine sobriety after being read implied consent. He was charged with terrorizing, a class C felony, operating a motor vehicle while under the influence of alcohol or drugs, a class B misdemeanor, and refusing to take a chemical test, a class B misdemeanor.
3/25/26: At about 9:45 p.m., a DLPD officer was dispatched to an apartment building on 14th Ave., SE for a domestic disturbance in progress. The reporting party was a male subject who stated his wife, the female suspect, was trying to kill him. He added that while attempting to call police, she kept yelling “No cops,” and prying the phone away from him and preventing him from calling. Upon arrival, the officer could hear a verbal altercation happening inside the apartment building. Upon entry, the officer was met by the suspect and her husband, who was hunched over having a hard time breathing and explained that she was choking and scratching him, as evidenced from the fresh scratch marks on his left cheek near the jawline. He added that he has stage 4 emphysema and was having a hard time catching his breath from the attack. The suspect was placed under arrest for simple assault domestic, a class B misdemeanor, and interference with a 911 call, a class A misdemeanor. She is also on probation and had a warrant for revocation, as one of the stipulations of her probation is not to consume alcoholic beverages, and her blood alcohol level was .304.
