BISMARCK, N.D. (AP) — North Dakota Gov. Jack Dalrymple says the Federal Emergency Management Agency has rejected the state's application for assistance for private homeowners and businesses affected by flooding.

FEMA helps with costs related to public infrastructure in disaster areas but supplies individual aid only if agency officials deem it is warranted because of severe damage.

Dalrymple says he has asked FEMA to reconsider.
