FARGO, N.D. (AP) — Prosecutors have declined to file charges against a Fargo man who fatally stabbed another man during a fight last fall.
Investigators tell The Forum newspaper that they can't prove Billy Oliver was not acting in self-defense.
Police say 28-year-old Tremaine Settles on Sept. 11 went to the apartment where his ex-girlfriend and their two sons were living with Oliver, and that Settles was stabbed during an ensuing fight.
He was pronounced dead at the scene.
