  • Park Board seeks answers about proposed wellness center

  • During a special meeting Wednesday afternoon, the Devils Lake Park Board passed the first reading of the budget for 2015.
    The budget included funds for possible new projects such as a new roof for the grandstands at Legion Field, a shelter at Roosevelt Park and the resurfacing of the skate park.
    The one major change to the preliminary budget is the addition of funds set aside for the proposed Devils Lake Wellness and Convention Center projects. There is $10,000 available if the vote for the centers passes.
    "Those funds would be there for any possible cost that could come with the new centers," Terry Wallace, Devils Lake Park Board director, stated Wednesday.
    In other business related to the proposed Devils Lake Wellness Center, attorney Doug Broden presented information on the joint powers agreement and preliminary operations agreement.
    Broden was asked by the park board to study the agreements and report back. He noted that there are several clarifications that may need to be made in the future.
    Specifically, the attorney pointed out that details in the operation agreement should be increased.
    "The joint powers agreement should be the length that it is, but the operation agreement needs to be very specific, because it is your conditions for a lease."
    Park board members thanked Broden for his suggestions and noted that it is key to have everything in order for the proposed $23.5 million project's Oct. 7 special election.
    The Devils Lake Park Board is one of six partners for the project including the City of Devils Lake, Lake Region State College, Ramsey County, Devils Lake Tourism and Devils Lake Economic Development.
