  • DEVILS LAKE, N.D. (AP) — North Dakota Gov. Jack Dalrymple says state officials need to do a better sales job on the need for a water control structure on the Tolna Coulee.

  • DEVILS LAKE, N.D. (AP) — North Dakota Gov. Jack Dalrymple says state officials need to do a better sales job on the need for a water control structure on the Tolna Coulee.
    Plans are to build the structure on land owned by the city of Devils Lake. But the Devils Lake City Commission has voted to deny the state permission to put the structure on its property.
    Devils Lake's waters have been expanding for years. If the water gets high enough it will start running through the coulee into the Sheyenne River.
    Some residents want to funnel more lake water into the river and they worry the coulee structure will act as a dam.
    The governor says that's not so. He says the structure would only regulate the lake's water flows instead of stopping them.
